Inland Rail is a once-in-a-generation project that will complete the backbone of Australia’s freight rail network. It will enhance supply chains by providing a transit time of 24 hours or less for freight trains between Melbourne and Brisbane. Inland Rail will connect regional Victoria, New South Wales, and Queensland to markets more efficiently, drive substantial cost savings for producers and consumers, and deliver significant economic benefits. Inland Rail is the largest freight rail infrastructure project in Australia and one of the most significant infrastructure projects in the world.

About the opportunity

As the Completions Manager you will lead and manage the administrative requirements related to all project phase gate, operational readiness and completions on the enhancement and “greenfield” delivery packages between Albury and Narromine. This shall be in accordance with the agreed project requirement documentation, standards and timeframes. Identify and manage interface aspects related to the coordination of operational readiness aspects for third party and ARTC assets.

Key responsibilities will include but are not limited to:

  • Lead the project interface on asset management and quality related aspects of the infrastructure projects including multiple technical disciplines and asset types associated with the Inland Rail (IRPL) Program.
  • Responsible for the project phase gate requirements in accordance with the IRPL Project Management framework.
  • Report to the Project Leadership and Delivery Leadership Team on the quality and operational readiness progress issues related to the projects to ensure timely and accurate information is provided where necessary.
  • Liaise with internal and external stakeholders on the identification, monitoring, reporting and implementation of operational readiness and completion requirements related to asset delivery packages.
  • Assist and actively monitor various consultants and contractors to successfully achieve the coordination of multiple deliverables to attain the project’s operational readiness and completions objectives.
  • Manage internal project resources to ensure that the work is completed in accordance with ARTC quality procedures.
    Assist internal and external audits and compliance reporting as it relates to project delivery.
  • Monitor and evaluate the performance of the project(s) by conducting regular reviews of project milestones against actual indicators to resolve issues as they arise to mitigate any impact on project delivery.
  • Coordinate the review and acceptance of operational readiness and quality submissions for approval at discrete decision ‘gates’ in a timely fashion to allow ARTC and others to correctly assess the request without impacting the delivery program.
  • Ensure that a risk assessment approach is applied to the application or deviation of any technical, safety, quality, commercial and delivery aspects of all projects.

To ensure success in this position, applicants will be able to demonstrate:

  • Degree in project management, engineering or equivalent qualifications.
  • Proven experience working in lead client-side delivery roles on complex rail infrastructure projects.
  • Proven experience in complex stakeholder negotiations and agreements with significant commercial implications in order to achieve consensus on schedule, risk and safety interface issues.
  • Advanced knowledge and experience in railway operations, conducting activities under working in corridor and possession regimes.
  • Strong ability to communicate within multi-disciplinary teams, and articulate schedule risk and opportunity in clear terms, in order to support decision-makers.
  • Highly developed interpersonal skills, with a demonstrated ability to negotiate and influence outcomes and resolutions.
  • Highly developed conceptual and analytical skills, with a demonstrated ability to analyse complex issues.
  • Proven ability to lead and influence the performance of team members towards the achievement of Program goals and principles.
  • Drivers Licence - Class C.

Desirable Selection Criteria

  • Proficiency with Asset Management databases such as Ellipse.
  • Advanced knowledge of railway renewals and/or construction.
  • Sound understanding of workplace health and safety, rail safety, quality and environmental requirements.
