About Inland Rail

The Inland Rail Program is a 1600km rail infrastructure project stretching from Brisbane to Melbourne incorporating new and existing rail track. The program includes the upgrading of existing standard gauge track, the enhancement of existing standard gauge track to cater for double stacking and the construction of new standard gauge links comprising of viaducts, tunnels, rail track, crossings and bridges. About the opportunity

As the Head of Finance, you will oversee the financial management of the Inland Rail Program, ensuring alignment with strategic objectives and compliance with key governance frameworks. You will spearhead financial operations, manage funding mechanisms, and provide high-level strategic advice to stakeholders. Reporting to the Chief Financial Officer, you will play a pivotal role in shaping the future success of this critical infrastructure project.

Key Responsibilities include but are not limited to:

• Financial Leadership: Manage and control financial services and systems to support the Inland Rail Program’s objectives, including governance of funding processes and financial operations.
• Strategic Compliance: Ensure adherence to financial aspects of agreements, such as the Project Development Agreement and Equity Financing Agreement, while overseeing governance of the Delivery & Services Agreement.
• Reporting Excellence: Deliver timely, accurate financial and management reporting on project performance, including variance analysis and strategic insights for internal and external stakeholders.
• Audit and Integrity: Lead month-end and year-end processes, including external audits, to ensure financial integrity and compliance with Australian Accounting Standards (AASB/IFRS).
• Team Leadership: Develop and mentor a high-performing Finance team, fostering a culture of excellence, innovation, and collaboration.

About you

You should be an accomplished financial leader with extensive experience in management accounting, budgeting, forecasting, and cost management for large-scale capital mega projects. Additionally, you should be proficient in financial governance, accounting standards and stakeholder engagement within government or infrastructure sectors along with a proven ability in management of funding mechanisms. Exceptional strategic thinking, team leadership, and precision in audits, reporting, and compliance processes will be must to succeed in this role.

Additional you should be able to demonstrate:

• Tertiary qualifications in an accounting or business-related discipline; membership of the Australian Society of CPA’s (CPA) or the Institute of Chartered Accountants (CA).
• Leadership maturity to be able to self-manage, manage a multi-disciplined team, interact with colleagues and influence internal and external stakeholders.
• Sound knowledge of computerised accounting packages, with extensive exposure to spreadsheets and modern financial systems (PRISM & CI Financials)
• Experience in the management of staff activities in a financial operation, including leading a team of accountants and financial professionals.
