The Inland Rail Program is a 1600km rail infrastructure project stretching from Brisbane to Melbourne incorporating new and existing rail track. The program includes the upgrading of existing standard gauge track, the enhancement of existing standard gauge track to cater for double stacking and the construction of new standard gauge links comprising of viaducts, tunnels, rail track, crossings and bridges. About the opportunity

The Program Risk, Change & Reporting Manager is responsible for implementing and facilitating change management, program risk management, and performance reporting across the Inland Rail Program. This role ensures best practices are adopted in controlling changes related to requirements, scope, schedule, and cost while integrating risk management techniques and enhancing reporting frameworks to support decision-making.

Key responsibilities include, but are not limited to:

  •  Implement and enforce change management methodology across program, portfolio and project delivery.
  • Facilitate and support the change control process, ensuring clear capture, categorization, and approvals of changes.
  • Drive impact assessments and ensure well-controlled, effective governance structures for change management.
  • Work with project teams to integrate change management outcomes into variance tools.
  • Lead and develop a proactive risk culture across the program.
  • Set and implement program risk management strategies, integrating them with project controls.
  • Partner with PMO Reporting Teams to generate risk dashboards and facilitate governance discussions.
  • Monitor program risk exposure, integrating risk data with performance reporting.
  • Develop and maintain a monthly reporting suite aligned with an agreed reporting cycle.
  • Coordinate program, portfolio and project reporting for internal and external stakeholders.
  • Use data analytics to identify risks, issues, and performance trends, supporting executive decision-making.
  • Provide governance and oversight for project and portfolio reporting to ensure cohesive program reporting.

About you

To be successful in this role, you will need to be an impactful communicator to be able to clearly convey information and ideas through a variety of media to individuals or groups in a manner that engages your audience. You will need to demonstrate your attributes in decision making, creative problem solving and result driven. 

Key requirements:

  • Tertiary qualifications in Engineering, Business, Risk Management, or related disciplines.
  • Extensive experience in change management, program risk management, and business reporting on major infrastructure projects.
  • Expertise in developing reporting frameworks, risk management methodologies, and continuous improvement initiatives.
  • Proficiency in project-focused risk management tools and enterprise reporting systems.
  • Strong numerical, analytical, and problem-solving skills.
  • Experience in managing multi-disciplinary stakeholder groups.
  •  Experience with Quantitative Schedule Risk Analysis (QSRA) and Quantitative Cost Risk Analysis (QCRA).
  • Background in consultancy or client-side program management.
  • Knowledge of major project baseline management processes.
  • Strong commercial and financial awareness, including experience with contracting.
  • Demonstrated experience in embedding improved ways of working in risk, change, and reporting functions.
