About Inland Rail

Inland Rail is a once-in-a-generation project that will complete the backbone of Australia’s freight rail network. It will enhance supply chains by providing a transit time of 24 hours or less for freight trains between Melbourne and Brisbane. Inland Rail will connect regional Victoria, New South Wales, and Queensland to markets more efficiently, drive substantial cost savings for producers and consumers, and deliver significant economic benefits. Inland Rail is the largest freight rail infrastructure project in Australia and one of the most significant infrastructure projects in the world.

About the opportunity

This role is focused on implementing the Inland Rail Program Safety Assurance Plan across the Inland Rail Project, ensuring effective safety change management. Key responsibilities include reporting and risk management to identify and address issues, collaborating closely with project teams to keep projects on track with performance and standards requirements, and developing strategies and controls to minimize future risks.

Key responsibilities will include but are not limited to:

  • Work with internal and external stakeholders to maintain and implement the Safety Assurance Strategy and Inland Rail Safety Assurance Plan to meet the needs of the Inland Rail subsidiary and the Network Migration Strategy.
  • Provide reporting on system safety elements of the projects to governance committees and regulatory engagement.
  • Undertake operational safety risk reviews of rail systems and infrastructure in compliance with relevant safety standards and regulations and support the progressive risk transfer process.
  • Review contractor outputs e.g. Safety Assurance Reports, Hazard Logs, Safety Assurance Statements, Verification and Validation Reports and Safety Assurance Plans ensuring contractual compliance and quality of output.
  • Deliver and/or coordinate technical reports and SFAIRP determinations & SFAIRP assessments, including developing scopes of work for consulting engagements as required
  • Attend and/or facilitate Safety in Design, Hazard and Risk Assessment Workshops as required to represent Inland Rail program safety team and support project delivery.
  • Work with the stakeholders to develop the integrated safety argument and progressive compilation of evidence as projects are delivered.

About You

To be successful in this role you would need to be highly skilled, systems-oriented thinker, analytical, a strategic problem solver and someone who can negotiate and influence stakeholders with a fostering collaborative approach.

To ensure success in this position, applicants will be able to demonstrate:

  • Qualification in engineering or science degree combined with knowledge of systems safety processes.
  • Experience in risk and safety roles within relevant industry – infrastructure, rail, rail systems, safety case development.
  • Sound knowledge of safety related standards, Rail Safety National Law, Work, Health & Safety, Environmental Legislative requirements and system safety assurance standards.
  • Experience of hazard identification techniques, hazard workshop facilitation and management experience.
  • Good communication skills both written and verbal. Must be fluent in written and oral communications.
  • Current RIW card, or ability to obtain RIW card promptly.
  • Drivers Licence – Class C

Desirable Selection Criteria

  • Experience and knowledge preferably gained in linear infrastructure projects and regional projects.
  • Audit qualifications an advantage.
  • Experience in risk management, workshop facilitation and risk assessment techniques.
  • Training in root cause analysis an advantage.
  • Experience with IBM DOORS Next Generation for hazard management.
  • Relevant certifications (e.g. Certified Safety Professional, Chartered Engineer) are advantageous.
