About the opportunity

We are seeking a Senior Commercial Manager – Queensland Agreements to provide strategic leadership and operational oversight for all Queensland Third-Party Interface Agreements required to deliver the Inland Rail Program. In this pivotal role, you will manage the development and delivery of commercial agreements with governments, statutory authorities, utilities, and third-party businesses/developers. Success in this role will depend on your ability to build strong working relationships with internal stakeholders and external agencies, ensuring timely and effective inputs for all agreements. Key responsibilities will include but are not limited to:

  • Develop, implement and manage a Third-Party Interfaces strategy that aligns with, and supports, delivery of the Approved Project Works (APW) for Inland Rail in Queensland.
  • Lead the development and execution of contract and commercial agreements with government, statutory authorities, utility providers and third-party businesses/developers in Queensland.
  • Provide leadership, guidance and subject matter expertise on the development, application and administration of all Queensland government, statutory, utility and third-party agreements.
  • Manage all established contracts across government, statutory authorities, utility providers and third parties within the program contract management delegations.
  • Provide oversight and management of contracts, contractors, consultants, suppliers, and private sector entities supporting Third-Party Interface aspects of the Inland Rail program in Queensland, as required.
  • Manage all contract negotiations with governments, statutory authorities and utilities in line with Inland Rail governance requirements.
  • Manage, plan and co-ordinate contract handover, mobilisation and commercial readiness activities.
  • Manage contract change, including early change identification, capturing, monitoring and communicating emerging commercial risks and opportunities, variation management, negotiation of contract change, and other contract change management functions as reasonably required throughout the duration of the program.

To ensure success in this position, applicants will be able to demonstrate:

  • Extensive experience in delivery of Third-Party Interface arrangements, commercial and contract management, ideally within a government / project development environment.
  • Experience developing and negotiating commercial agreements with, and within, government.
  • Tertiary qualifications in a relevant discipline.
  • Experience in major infrastructure, rail and / or construction projects.
  • Leading and developing high performing teams to deliver project outcomes within specified parameters (schedule, scope and commercial).
  • Experience effectively managing contractors to achieve required commercial or other outcomes.
  • Knowledge and experience in Third-Party Interface Agreements with external agencies, forms of agreement and commercial models.
  • High level people skills, including the ability to engage effectively with a range of senior internal and external stakeholders.
    High level communication skills at all levels (written and verbal) and the ability to undertake effective commercial negotiations with suppliers.

Desirable Selection Criteria

  • Experience in client-side project development in a Queensland government agency involving multi-agency participation.
  • Relevant networks in Queensland governments / agencies
  • Ability to identify innovation opportunities to continually improve effectiveness and efficiency.
  • Investigative and analytical skills.
