At-property operational noise treatment consultations begin

Last month, expert noise treatment consultants RCA Australia began consulting with residents and property owners along the Narrabri to North Star Phase 1 alignment. The work will help determine the reasonable and feasible treatment options for properties which will be impacted by Inland Rail when it becomes operational.

An Operational Noise and Vibration Review (ONVR) prepared as a part of the project’s Environmental Impacts Statement (EIS) identified around 50 properties where noise levels are predicted to exceed the permitted operational noise criteria. These properties are eligible for ‘at-property’ noise mitigation treatments, which will be fully funded by ARTC.

RCA conduct visual property inspections and assessments to identify areas of the home that will be exposed to increased rail noise and provide options to reduce noise impacts on the property.

Property inspections are expected to be completed in the next few months. ‘At property’ treatment options will then be identified (in consultation with property owners) and suitably qualified building contractors will be appointed to install the agreed property treatments.

Treatment options normally involve building façade upgrades including window glazing, installing fresh air ventilation systems, upgrading window and door seals, installing solid core doors and treating the sub-floor. In some instances, boundary fence upgrades may be required.

The suitability and type of at-property mitigation treatments depends on the level of noise impact, the existing house type (e.g. brick veneer, weatherboard), orientation to the rail line and property owner preferences.
