Narrabri to North Star Phase 2: June 2025 update
Environmental approvals are being finalised and field investigations are scheduled to wrap up by late August. Work on refining engineering designs will commence in the third quarter of 2025.

Environmental approvals
Our approvals team is working with the NSW Department of Planning, Housing and Infrastructure (DPHI) to complete the tasks required to achieve the primary environmental approvals for Narrabri to North Star Phase 2.
Recent work has included reviewing and responding to draft conditions of approval from DPHI and completing the final request for information related to a road and rail interface.
Field investigations update
Utility investigations are being completed across private and public land looking for Telstra and NextGen sites. The data will inform preliminary designs and help determine if any utilities will need to be lowered, protected, removed or relocated. We anticipate our contractor MinStaff will complete this work by the end of August.
Soil erosion testing has finished. Hydrology specialists are now analysing the samples collected to determine water flow speeds in different locations and this information will guide the design of drainage structures.
Finally, all floor level surveys were completed in mid-June. This data will be used in our hydrology modelling and give us a clearer understanding of any potential flood impacts around properties and structures.

Progressing engineering designs
Last week, design consultants Arcadis BG&E JV were appointed to progress preliminary engineering designs for Phase 2, building on the EIS reference design and incorporating new information from recent studies, including the investigations mentioned above.
In preparation for this next stage of the project, members of the engineering team recently completed a site inspection and met with Moree Plains Shire Council to provide an update.
Throughout the design development phase, we will engage closely with affected landowners, Moree Shire Council, and relevant agencies and incorporate feedback into the design refinement process.
Seen a yellow survey mark?
Have you spotted some small yellow survey markers at various locations along the Narrabri to North Star Phase 2 section and wondered what they are?
These are Primary Corridor Control Marks and our survey teams install them at 5km intervals to make it easy to identify the Inland Rail corridor for future investigations and construction activity (subject to an investment decision by the Australian Government).
Each marker location is publicly available on the NSW Government Survey Control Information Management System. They benefit the wider community by helping to define locations for other surveying, mapping, agriculture and engineering projects.
