Design work resumes on Narrabri to North Star Phase 1 (Tapscott Road to Alice Street) segment.
In June, our newly appointed Design Services partners Arcadis and BG&E Joint Venture resumed engineering design work on the 8km stretch of the Narrabri to North Star Phase 1 section between Tapscott Road and Alice Street (also known as Stage 2C).

The Tapscott Road to Alice Street segment will interface with Moree produce handling sidings.
The team will deliver an integrated track, civil and rail systems preliminary design. They will also develop and consult on an operational concept for the 8km segment and create hydrology models to help identify potential impacts.
We are discussing a potential design concept with the track operator (ARTC), rail users, Moree Plains Shire Council and government agencies. Our team is also evaluating local infrastructure, reviewing existing rail operations, and integrating insights from recent geotechnical investigations.
We’re also working with the NSW Department of Planning, Housing and Infrastructure to understand how a new design for the Tapscott Road to Alice Street section may affect existing planning approvals.
The Tapscott Road and Alice Street segment was de-scoped from the Narrabri to North Star Phase 1 section in 2022 to enable resolution of complex signalling requirements for this area.
With potential to interface with Moree’s grain and cotton handling sidings, Moree East maintenance siding and Moree train station, this segment will include:
- Modifying four level crossings: Tapscott Road, Burrington Road (which Moree Plains Shire Council is proposing to be closed), Bullus Drive and Alice Street
- Installing turnouts to allow connectivity with multiple sidings including the proposed Moree Special Activation Precinct
- Installing 10 culvert banks
- Completing 135,000m2 of earthworks
- Incorporating completed designs for Moree train station works.
Subject to NSW and Australian Government planning approval, designs for the 15km Alice Street to Camurra segment (Narrabri to North Start Phase 2) will also be progressed.
The total 23km of yet-to-be-upgraded track is the missing link in the Narrabri to North Star section and will unlock larger volumes of more resilient and efficient rail freight transport.
