Inland Rail is a once-in-a-generation project that will enhance supply chains and complete the backbone of the national freight network between Melbourne and Brisbane via regional Victoria, New South Wales and Queensland.

About the role
Assist the Completions Manager in the Project Delivery of Operational Readiness, Configuration Management, Delivery and Hanover of the program of works within scheduled timeframes, meeting quality expectations and within a safe manner.

Responsibilities

  • Undertake review and accepting of the contractor’s quality-related documents and processes including project specific quality management plan, non-conformance and corrective action processes, quality audit programs, hold point and witness point release processes and reporting metrics.
  • Responsible for review of associated quality records for design and construction deliverables including work lots, inspection test plan/reports, lot conformance reports, construction and handover package deliverables
  • Monitor lot and NCR status and ensure status of Lots represent construction activities and program
  • Monitor and update operational readiness deliverable status
  • Maintain and administer lessons learnt registers for project quality, operational readiness, handover and completion.
  • Undertake activities to release hold and witness points and ensure process for notification and release is appropriately implemented
  • Undertake competency checks to ensure personnel are competent and adequately trained to perform tasks
  • Undertake review of contractor operational readiness and Handover deliverables
  • Liaise with stakeholders and third party associated with quality and handover related activities
  • Undertake defect walks with client and contractor
  • Assist with project phase gate closeout requirements
  • Assist with delivering configuration change management requirements such as preparing documentation for Configuration Change Board.
  • Assist in the planning, and delivery of the A2P Enhancement projects in accordance with IRPL’s requirements
  • Coordinate the inputs of the internal support disciplines such as stakeholder & communications, safety, environmental, project controls and commercial with the A2P Enhancement Contractor’s activities
  • Conduct qualitative review of the Contractor’s safety, construction and quality documentation against the requirements of contract and standards
  • Contribute to project and Program safety requirements and initiatives, and act in a safe manner befitting the safety requirements and culture
  • Assist in the resolution of site related construction and engineering issues as they relate to compliance and contract performance including reporting on scope deviations
  • Assist in monitoring and evaluating the performance of nominated Inland Rail projects against KPI’s
    Undertake site inspections and liaising with consultants and engineers

Undertake, from time to time, any other tasks as may be required from the A2P Enhancements leadership team

Accountabilities

  • Provide input into reports to the Project Director / Completions Manager about quality, operational readiness, configuration change and Handover requirements for components of the nominated Inland Rail projects
  • Ensure that safety and quality policies and procedures are complied with
    Ensure fair and equitable workplace practices and behaviours are complied with, creating a discrimination free workplace in accordance with legislative requirements
  • Ensure compliance with ARTC’s Safety Management System (SMS) and Environmental Management System (EMS) requirements, responsibilities, authorities and accountabilities
  • Promote a safety culture within the team to conform with current Work Health and Safety (WH&S) and relevant Rail Safety legislation
  • Ensure that injuries are properly reported, and that any injured employees are provided both a safe and timely return to work


About you

To ensure success in this position, applicants will be able to demonstrate:

  • Degree in civil engineering or equivalent qualifications
  • Proven experience in project quality implementation
  • Eligible for ARTC Major Construction Verification competency
  • Eligibility for membership of the Institute of Engineers Australia.
  • Knowledge of or an awareness of work health and safety principles and relevant rail safety legislation.
  • Demonstrable ability to work in an organised, well ordered manner.
  • Highly developed written and oral communication and presentation skills.
  • Highly developed problem resolution and interpersonal skills.
  • Demonstrated commercial acumen.
  • Driver’s Licence – Class C
  •  Willing to travel to the different project sites


Desirable Selection Criteria:

  • Project experience in a multi-disciplinary environment.

Sound knowledge of;

  • Railway systems.
  • Australian Standards for track infrastructure including the railway National Code of Practice.
